Z, INC. $403M Contract Win at DOE

DOE Energy Information Administration (EIA) Omnibus Procurement III (EOP III)

The primary objective of the $403 million EOP III contract is to ensure that EIA acquires the energy-industry and technical resources necessary to accomplish its primary mission.  Specifically, EIA is achieving the following objectives through the EOP III Contract:

1) Conduct EIA’s data collection programs in the most efficient manner, incorporating best practices and standardized methods, introducing innovative solutions, and exploiting state-of-the-art technology whenever possible.

2) Advance EIA’s forecasting and analysis programs with inventive, statistically sound methods and techniques, and knowledge of energy market dynamics.

3) Continue to develop and deploy web-based products and services using state-of-the-art technology and engaging EIA’s wide range of stakeholders on an on-going basis to better understand their needs and desires. 

4) Improve Contract and Task Order management by implementing best management practices, including Earned Value Management (EVM) and standardized reporting. 

Z, INC. provides support in the following Service Areas in order to successfully accomplish this objective:

Task Orders awarded under this Contract may include:

  • Continuity of Operations (COOP) support, planning, and implementation
  • Consolidated Task Order project management
  • Business process re-engineering
  • Business procedure, policy, and methodology studies and analysis
  • Independent verification and validation of software applications acquired and installed by others outside this Contract
  • Software applications disaster contingency planning support
  • Document and Systems Governance and Configuration management
  • Development of warranty and maintenance support agreements
  • Research and development of service level agreements and tools
  • General project coordination, administrative, and communications support specifically, including managing and acquiring necessary publications, periodicals, and data sources   
  • Electronic Commerce (EC)/Electronic Data Interchange (EDI)

To date, Z, INC. has competed for and received 10 Task Orders totaling $54 million, including work related to systems development and maintenance, web design and dissemination, analytic and statistical support, energy modeling, survey operations, and documentation and publication assistance. 

Challenges and Lessons Learned

The EOP III Prime Contract is particularly challenging due to the requirement to provide Agency-wide coverage of all programs and functions. Agency programs span the fields of energy supply and consumption markets and economics (including oil, natural gas, biodiesel, electricity, coal, nuclear, alternate fuels), engineering, statistical methods, modeling and forecasting, and data collection, analysis, and dissemination. To meet this challenge, Z, INC. assembled a team of 14 subcontractors offering specialized expertise that, combined, provide both coverage and depth in all areas. In addition, as the prime contractor, Z, INC. has formed integrated teams of resources selected from multiple subcontractors to meet the specific needs of each Task Order on the contract.
